Highlights of 2025 Guiyang Government Work Report

Wang Hong, acting mayor of Guiyang, delivered the 2025 Guiyang Government Work Report at the fifth session of the 15th Guiyang Municipal People's Congress on Jan 12, highlighting Guiyang's achievements in 2024 and its future vision.

Advancing industrial upgrades

Guiyang increased the output value of industrial enterprises above a designated size (those with an annual output value of 20 million yuan or more) by 10 percent. Industries contributed around 30 percent to its GDP growth. The city's production of new energy vehicles exceeded 100,000 units for the first time.

Four provincial economic development zones were approved, and two industrial parks were upgraded to the provincial level. The city also attracted 820 new projects.

Promoting urban-rural integration

The first phase of the Guiyang Metro Line S1 began operation. The "Wangjiadajing" water source emergency replacement project was completed, adding over 40 million cubic meters of annual water supply capacity.

Guiyang ranked fourth nationally in the "vegetable basket" initiative assessment. Over 130,000 university and college graduates chose to stay in the city.

Invigorating 'Cool Guiyang'

The city hosted 217 roadside concerts throughout the year, with the Guiyang Ethnic Grand Gala attracting more than 1 billion views.

Tourism metrics, including overnight stays, inbound tourist visits and per capita expenditure of tourists, hit record highs. The city attracted more than 180,000 tourist visits. Appliance trade-in programs also boosted sales of over 13.4 billion yuan.

Burnishing 'China's Data Valley'

With computing power exceeding 53 EFLOPS, Guiyang became one of China's richest and strongest domestic intelligence computing resources regions.

The market-oriented allocation reform of data elements accelerated, with annual turnover exceeding 5 billion yuan. Guiyang Big Data Sci-tech Innovation City gathered 1,357 enterprises. The city's software and information technology service industrial operating income grew by 20 percent.

Furthering reform, opening-up, and innovation

There were 146,600 new businesses in the city in 2024, including 107 foreign-funded enterprises.

Three new international cargo routes, and cross-border truck transports between Guiyang and Ho Chi Minh were opened. Guizhou Science City expanded, and Guiyang's new invention patent authorization accounted for 77.2 percent of Guizhou's total.

Advocating green development

Guiyang joined the United Nations' Cities With Nature Initiative. Its air quality ranked among the top in 168 key cities nationwide, and it achieved seven "100 percent" targets, including 100 percent compliance and excellence rates for national and provincial water quality monitoring points.

Improving quality of life

Guiyang completed 327 "15-minute living circle" projects, created 159,100 urban jobs and added 31,000 school admission places. The city also built and renovated 18 sub-district and community eldercare facilities and 37 "15-minute childcare service circles". Over 10,000 rural homes were renovated, and 20,000 public parking spaces were added. It fulfilled its 10 goals to improve people's well-being in 2024.
