Guiyang conducts energy sector safety inspections

The Guiyang Development and Reform Commission (Municipal Energy Bureau), led by Deputy Director Yang Qing, conducted safety inspections on Nov 14 across Xiuwen county's energy sector. This initiative aligns with the three-year safety production campaign and winter-spring power construction safety requirements.

The inspection team at Guiyang Pumped Storage Power Station's lower reservoir spillway construction site emphasized learning from recent power construction accidents. They urged enhanced safety management of tunnel operations, including blasting, support, and grouting. The team stressed strict adherence to work permit systems for hot work and temporary electricity use, implementation of technical briefings, and on-site supervision. High-risk projects must comply with specialized management procedures, including expert reviews and thorough inspection and acceptance processes.

The team highlighted the importance of pipeline safety at the Zhonggui Line – Wuchang Highway crossing and the high-consequence area of Xingshui village. They called for heightened patrols, prevention of third-party construction risks, and community engagement to safeguard pipelines.

The inspection group also implemented six mandatory measures and appointed labor management officers to ensure the timely and complete payment of wages by all construction projects. Furthermore, they stressed proper classification and disposal of construction waste, adhering to approved plans to ensure eco-friendly practices.
