Guiyang city and Gui'an New Area are prioritizing talent attraction, cultivation, utilization, and retention as part of their strategic development focus, alongside ecological sustainability, industrial strength, and digital vitality.
Over the last three years, they attracted over 110,000 talents annually, totaling 1.52 million, and achieved a stable population of over 6.5 million, becoming a national youth development pilot city.
Efforts to attract talents include targeting recent graduates and key industries by leveraging programs like Guizhou province's talent introduction plan and talent expos. Through these efforts, they have attracted 8,762 high-level talents and 311,000 university graduates for employment and entrepreneurship purposes.
In regard to talent cultivation, they implemented innovative youth talent training plans, which have produced 114 national and provincial-level expert talents and over 2,100 high-level innovative talents.
Guiyang city and Gui'an New Area emphasized platform empowerment by establishing 498 national and provincial-level platforms, attracting 416 researchers for part-time engagement.
For talent retention, they optimized talent policies, issuing over 240,000 "Zhucai Cards", providing subsidies to companies, and ensuring 70,000 talents received subsidized or specially arranged housing.
Future plans include accelerating the construction of a regional talent hub, implementing the "Four Talent Projects", and promoting talent information and service platforms in order to create an environment where talents can thrive in entrepreneurship, work, and life.
