Guiyang Customs supports Guian's high-quality development

Guiyang Customs recently announced 10 measures to support the high-quality development of Guian New Area. It aims to play the role of customs as a hub for domestic and international dual circulation and contribute to the open and high-quality economic development of Guian.

1. Enhancing customs clearance facilitation:

It will further reduce processing time for enterprise filing, with same-day completion for eligible cases.

It will establish a directory for key enterprises in the customs area and provide training for enterprises.

2. Strengthening the cultivation of Authorized Economic Operator (AEO) certification for key enterprises:

It will increase credit cultivation efforts for emerging industries, "professional, refined, specialized, and innovative" enterprises, and enterprises in the Guian Free Trade Zone.

3. Facilitating the construction of a high-level open platform:

It will help Guian Free Trade Zone learn from the successful experience of free trade pilot area reforms and other free trade zones.

4. Helping Guian receive industrial transfer in processing trade:

It will establish a centralized audit center for processing trade under Guiyang Customs in Guian.

5. Promoting the sustained and healthy development of cross-border e-commerce:

It will help Guian Free Trade Zone with import and export business through cross-border e-commerce and promote the application of barcodes for retail imports of cross-border e-commerce products.

6. Implementing tax policies effectively:

It will utilize import tax policies to incentivize projects, technological innovation, universities, research institutes, major technological equipment companies, and emerging industries.

7. Promoting the high-quality implementation of the Regional Comprehensive Economic Partnership (RCEP) agreement:

It will strengthen the interpretation and guidance of preferential treatment for imports and origin certification policies for key industries and enterprises, and help Guian expand specialty product exports to RCEP member countries.

8. Facilitating imports and exports in sectors such as agriculture and food, new energy, and advanced equipment:

It will promote innovative inspection and quarantine systems for animals and plants, explore the optimization of supervision and inspection processes for animal and plant inspection and quarantine services, and support the "go global" initiative in agriculture.

9. Disclosing preferential policies:

It will strengthen the disclosure of policies and measures to improve processing efficiency.

10. Providing statistics services:

It will track the scale and quality of benefits in foreign trade development in Guian, and monitor and analyze key commodities and major trading partners.
