Southwest China's Guizhou province recently issued opinions on the high-quality development of Guian New Area, which is expected to make Guian a key economic growth area in West China, a hub for the inland open economy, a demonstration area for ecological civilization, and a demonstration zone for the integrated development of rural and urban areas.
The opinions include eight comprehensive and substantial policies and measures. To accelerate industrial development, they propose supporting the establishment of large-scale data centers introduced at the provincial level in Guian.
They also support the relocation of corporate headquarters to Guiyang Big Data Sci-tech City, as well as the relocation of Guiyang's municipal State-owned enterprises and asset management institutions that align with the industrial development orientation of Guian.
To attract more talents, it was proposed that a talent pool be established specifically for Guian, which will be jointly managed by the provincial and municipal governments.
Moreover, financial incentives will be provided to enterprises that introduce recognized scientific and technological innovation talents and high-skilled personnel, as well as national- and provincial-level science and technology projects led by flexible talents in Guian.
To accelerate the establishment of a provincial science and innovation center, the proposals included relocating various national- and provincial-level science and technology innovation platforms, research institutions, and R&D centers to Guiyang Big Data Sci-tech City.
Other suggested measures include relocating high-quality education and healthcare resources, improving transportation conditions, offering land for project construction, guaranteeing the electricity supply, and providing financial support.
