Responsibilities: 

The fixed assets investment department monitors and analyzes the fixed assets investment in Guiyang, studies investment macro-control policies, and proposes policy measures and recommendations for the total amount of fixed assets investment, structure, and sources of funds. The department also makes suggestions to deepen the investment system reform and revise the investment approval catalogue, and clarifies the scope, standards, and procedures for investment review, approval and registration; arranges or makes known to lower levels the special investment plans within national and provincial budgets, and reviews and reports investment construction projects in accordance with the prescribed authority; applies for project construction funds, and arranges pre-work expenses of provincial and municipal projects and supervises their implementation; makes balance of projects involving municipal financial construction funds, formulates annual plans for municipal-level government investment projects, and coordinates financing, payment, supervision and management of municipal-level government investment projects; implements real estate development project approval system; constructs the fixed asset investment project library; organizes disaster recovery and reconstruction investment planning for major natural disasters and coordinates major issues; and guides the engineering consulting industry development, and encourages engineering consulting agencies to play their role in private investment. Other responsibilities of the department include conducting examination and approval of the preliminary design and budgetary estimate of government investment projects, as well as examination and approval of budget estimates adjustment, completion and acceptance of projects; carrying out post-assessment of government investment projects; and reviewing budget estimates adjustment of enterprise-invested hydropower projects and acceptance of projects.
