The Guizhou Provincial Development and Reform Commission recently issued 25 policies and measures that support government-invested projects which focus on relieving people in villages by giving them employment instead of outright grants.
The policies aim to expand the collective economy of villages in the province and expand the employment scale for rural residents by supporting the implementation of government-invested projects.
These measures were extended to specific construction tasks and employment links in seven key engineering fields: transportation, water conservancy, energy, agriculture and rural areas, urban construction, ecological environment, and post-disaster reconstruction. The requirements were made clear when put forward during process management and implementation of the project to attract people for employment.
For small rural infrastructure projects – such as maintenance and conservation of small reservoirs and water and soil conservation – the provincial government will support qualified village collectives to establish village councils, which will be organized and run by the villagers themselves.
In addition, Guizhou has put forward specific measures for employment training, employment organization, and labor wage payment to ensure that the policies will be successful at the grass-roots level.
