In recent years, Guiyang has been attaching great importance to the construction of a recycling system for waste materials and has built a number of circular economy demonstration bases and low-carbon industrial parks. The Guiyang High-tech Industrial Development Zone and the Guiyang Economic and Technological Development Zone have been selected as national green parks.

Seven departments, including the National Development and Reform Commission, recently announced the list of key cities for the construction of a recycling system for waste and used materials. A total of 60 cities – including Guiyang – were selected.

The notice requires cities to improve the sorting, processing and utilization of renewable resources according to local conditions and promote the development of second-hand commodity trading and remanufacturing industries.

Cities have been directed to focus on building large-scale, networked and intelligent standardized recycling sites, green sorting centers, and trading centers, and develop recycling systems revolving around standardized collection facilities for plastic waste and waste textiles. Conditional cities should also build multiple recyclable express packaging delivery and recycling facilities.

They have been required to improve quality and environmental supervision of the recycling, processing and utilization industry for renewable resources, promote the development of industry agglomeration, and properly supervise the flow of dismantled products such as discarded electronics.

Additionally, it is necessary to build various forms of second-hand commodity trading channels, encourage the construction of high-quality auto parts remanufacturing projects, and explore remanufacturing projects in new fields such as aircraft, aero-engines, and industrial robots.
