Guiyang and Guian are responding to the concerns of residents with practical measures to improve their well-being.

Guiyang and Guian are making every effort to make residents happier by promoting the construction of "one circle, two lots and three reforms".

"One circle" refers to a 15-minute living circle covering education, culture, health, sports, food, housing and transportation for both the young and old, "two lots" refers to parking lots and farmers' markets, and "three reforms" refers to the renovation of old communities, backstreets and alleys.

To improve people's livelihoods, Guiyang's residents' livelihood expenditure guarantee is strong. In the first half of the year, the general public budget expenditure was 34.69 billion yuan ($5.14 billion), an increase of 27.8 percent, the per capita disposable income of urban permanent residents in the city was 24,266 yuan, a nominal increase of 6 percent year-on-year, and the per capita disposable income of rural permanent residents was 10,463 yuan, a nominal increase of 6.6 percent.

In recent years, with the development of the economy and society, urban traffic congestion has become a prominent problem affecting the quality of life for residents. To this end, Guiyang has widened roads to make it easier for people to get around.

In addition, the city has promoted the coordinated development of rural production, life and ecology by innovating publicity models, mobilizing volunteers, and increasing environmental improvement efforts.
