​Main responsibilities of Guiyang Development and Reform Commission

(1) Formulating and organizing implementation of the city's national economic and social development strategy, medium-and long-term plans and annual plans, as well as the special development plans for basic industries, pillar industries, and high-tech industries. The GDRC links and balances the development plans of major industries, coordinating economic and social development and studying and analyzing the economic situation so as to establish the objectives and policies for regulating and optimizing the city's major economic structure price levels for national economic development, and recommending combinations of economic instruments and policies. The GDRC is entrusted by the municipal people's government to submit a report to the Municipal People's Congress on the city's national economic and social development plan.

(2) Monitoring the macroeconomic and social developmental situation. The GDRC participates in the implementation of important economic policy measures. It brings forward measures and suggestions according to the city's macroeconomics policy, and utilizes its economic leverage to control economic operations in a timely manner. In addition, it is in charge of regulating economic operations and solving major problems in local economy.

(3) Studying the reform of the economic system and the major issues of opening up to the outside world. The GDRC is responsible for guiding and comprehensively coordinating the reform of the city's economic system. It is in charge of formulating comprehensive economic system reform plans for Guiyang. It coordinates the relevant special reform of the economic system and communicates with relevant departments concerning major special economic system reform plans. Generally, it manages the overall coordination of pilot economic system reform in pilot areas.

(4) Undertaking the responsibility of planning major construction projects and the layout of productive forces. It studies and works out the relevant policies, measures and suggestions on the total scale of fixed asset investment and capital investment of the whole city, linking up and balancing all kinds of sources of funds. Also, it arranges financial construction funds and projects such as making overall planning and self-financing of municipal finances, and organizes coordination of all special state and provincial funds. It is responsible for the approval, filing and reporting of capital projects in accordance with procedures and management authority. It coordinates the financing and borrowing of municipal government investment projects and carries out comprehensive supervision and management of the construction of municipal government investment projects. And it also manages the use of private funds for fixed asset investment, and promotes the development of the city's engineering consulting industry, encouraging and leading the engineering consulting institutions to serve private investment. It studies and works out the development strategy of utilizing foreign capital and overseas investment in the city; and it is in charge of the declaration and management of foreign concessional loan projects. The GDRC's approval of foreign investment projects is determined within the prescribed limits of authority; it compiles the municipal key construction project plans to strengthen the management of key construction projects at the national, provincial and municipal levels. In order to supervise the tendering and bidding of key construction projects and their implementation, it coordinates and resolves major problems arising in the construction of key projects; and promotes the completion and production of key construction projects according to design requirements. Finally, it is responsible for the post-evaluation of key construction projects.

(5) Promoting the strategic adjustment of the economic structure. The GDRC organizes and formulates comprehensive industrial policies, and coordinates the major issues of the development of the primary, secondary and tertiary industries. It also links up with the relevant development plans and major policies, and interfaces their convergence and balance with national economic and social development plans. It also coordinates the development of the service industry and formulates strategies, major policies and plans for the development of the service industry with relevant departments; it monitors and analyzes the development of the service industry in the city, and puts forward relevant policies, measures and suggestions; it coordinates the major issues in the development of the service industry and guides the reform and development of industry associations; and it comprehensively balances the transportation project construction funds, promotes overall development of strategic emerging industries in a coordinated manner and organizes the formulation of strategies, plans and major policies for the development of high-tech industries and the advancement of industrial technology. It balances the overall development of informatization with the plans of national economic and social development.

(6) Coordinating development of urban and rural areas and regions and promoting implementation of the overall strategy for regional development. The GDRC is responsible for organizing and implementing the national western development strategy and the provincial regional coordinated development strategy, for organizing and coordinating the preliminary work of major infrastructure projects, as well as the overall coordination of districts(cities, counties) and for economic cooperation. It leads the organization of disaster recovery and reconstruction planning for major natural disasters and coordinates related major issues, and coordinates cooperation between different districts (cities and counties) throughout the city. It develops the connections between strategies and plans across regions, and makes top-level designs for comprehensively deepening cooperation for development. It also studies and organizes cross-regional development strategies, and prepares work plans.

(7) Analyzing domestic, foreign market supply and demand situations and being in charge of market forecasting, the GDRC studies and proposes policies and measures to cultivate and improve the market system.

(8) Studying and formulating the city's social development strategy, as well as its population development strategy and planning and population policy, the GDRC guides work concerning science and technology, education, culture, health and other social undertakings and national economic development. It promotes industrialization of major scientific and technological achievements and proposes policies that coordinate economic and social development and promote each other, and coordinates major issues in the development of various social undertakings. The GDRC also promotes the establishment of a basic public service system and the reform of the income distribution system.

(9) Promoting the strategy of sustainable development. The GDRC studies the key points of energy resources conservation and comprehensive utilization in the city, and participates in organizing projects for the conservation and comprehensive utilization of all energy resources in, and also cooperates in publicity, guidance, inspection and supervision during project declaration, approval and implementation. The GDRC proposes policies and measures for improving the ecological compensation mechanism and perfecting the energy conservation evaluation and reviewing system for fixed asset investment projects and is responsible for promoting the development of the energy conservation and environmental protection industry, energy conservation management of key energy consumers, environmentally friendly production, supervision and law enforcement for energy conservation and emissions, and administrative law enforcement in the energy industry.

(10) Analyzing the impact of climate change on economic and social development, making plans and policies to tackle climate change, and enforcing those plans and policies.

(11) Leading and negotiating the development planning and planning of various districts (cities, counties), departments and industries. The GDRC inspects the implementation of the annual plans for national economic and social development, medium and long term planning, and special plans for key industries, and provides suggestions for adjustment. Studying and formulating bidding policies, measures and supporting systems; supervising and guiding the daily work of Guiyang's public resource trading platform.

(12) Drawing up national economic mobilization plans, and studying the relationship between national economic mobilization and national economic and national defense construction. The GDRC coordinates major issues in this area and organizes relevant work concerning national economic mobilization.

(13) Prescribing and implementing the price adjustment reform plan. The GDRC is in charge of drawing up price policy and manages prices of goods and services through national and provincial listings. It also monitors and predicts price levels and trends in major goods and services and comprehensively takes advantage of economic, administrative, legal and other means to steadily control overall price levels. The GDRC is responsible for supervision and implementation of market-adjusted prices of goods and services, as well as price cost investigation, supervision, price certification and related work.

(14) Responsible for Guiyang's collection, management, use and project management of price adjustment funds.

(15) Undertaking other matters assigned by municipal committees, municipal people's governments and provincial development and reform committees.

(16) The GDRC's responsibilities were adjusted by the CPC Guiyang municipal committee and Guiyang people's government in 2019. The adjustment is as follows:

1. The GDRC's responsibility for organizing and preparing the planning of Guiyang's main functional areas has been assigned to the Guiyang Bureau of Natural Resources and Planning.

2. The GDRC's responsibility to tackle climate change and reduce carbon dioxide emission has been assigned to the Guiyang Bureau of Ecology and Environment.

3. The GDRC's responsibility of managing agricultural investment projects has been assigned to the Guiyang Bureau of Agriculture and Rural Affairs

4. The GDRC's responsibility for the Guiyang leading group office to enhance medical and health system reform has been assigned to the Guiyang Bureau of Health.

5. The GDRC and its subordinate units' responsibility to audit major projects has been assigned to the Guiyang Bureau of Auditing.

6. The GDRC's responsibility to manage the price of drugs and medical services has been assigned to the Guiyang Bureau of Healthcare Security.

7. The GDRC's responsibility to organize and implement the collection, storage, rotation and daily management of important materials and emergency reserve materials has been assigned to the Guiyang Bureau of Food and Strategic Reserves.

8. The GDRC's responsibility to supervise and inspect prices has been assigned to the Guiyang Bureau of Market Regulation.

9. The responsibility to promote supply-side structural reform has been assigned to the GDRC.

10. The GDRC is also responsible for the integration of the military and civil sectors; poverty alleviation; increasing technological investment to improve technological innovation capabilities and guarantee development driven by innovation; work and fire safety in related departments and industries; development and application of big data, management of government data resources; promotion of standardized management; and sharing and opening of government data resources according to law.

(17) The general office of the CPC Guiyang municipal committee's and GDRC's responsibilities were adjusted by the institutional establishment committee of the CPC Guiyang municipal committee in 2022, and they are now responsible for the daily work of the financial and economic committee of the municipal Party committee, providing decision-making services for the municipal Party committee to help deal with major financial and economic issues, completing other tasks assigned by the financial and economic committee of the municipal Party committee, and undertaking the specific work of the office of the financial and economic committee of the municipal Party committee.
