The CPC Guizhou Provincial Committee and the Guizhou government have released a five-year action plan to boost the development of Guiyang city – capital of Southwest China's Guizhou province – in a bid to transform it into an influential, green and dynamic city.
The aim is for Guiyang to reach a total annual output value of more than 700 billion yuan ($108.78 billion), a primacy index above 27 percent and an urban permanent population topping 5 million by 2025.
Guiyang is also aiming to catch up and pass other capital cities in terms of its economic strength and sci-tech innovation capacity – and to ultimately become a residential, business and tourism megacity.
Under the action plan, Guiyang will push to optimize the space layout of its development. Two national zones – the Guian New Area and the Guizhou Shuanglong Airport Economic Zone – will be fully entrusted to Guiyang.
The plan has determined that railways, expressways and main roads need to be established and improved to stimulate the economy in the surrounding areas – namely, Xiuwen county, Guiding county, Longli county, Huishui county, Changshun county and Qingzhen city.
In addition, neighboring towns and villages will be placed under the charge of Guiyang to form a new coordinated development pattern.
Guiyang is also being supported to expand its economic management remit. Under the plan, power decentralization must be combined with a clear division of labor and supervision.
Guiyang will continue to adopt strict regulations, to protect its arable land and improve land use. In addition, the plan stipulates that a fundamental guarantee for drinking water, electricity and natural gas supplies in both Guiyang and Guian New Area should be in place.
To pay for the ambitious initiatives, Guiyang will strengthen its direct allocation of funds in the areas of education, sanitation, public safety and social security – so that the role of public money in benefiting the public in the capital city will be amplified.
A number of newly built public-private partnership projects in transport and water resources will have access to Guizhou's provincial preferential policies.
Moving forwards, Guiyang will seek a more efficient and proper layout of space, the management of its economy and funds – as well as control of its land and energy supplies.
